The only thing better than an electric bike is a great deal on an e-Bike. Here’s an update on the e-Bike rebates and vouchers available in the US, as of March 2025.

And that’s where e-Bike rebates and vouchers come in. States and local governments across the country are continuing to introduce programs that lower the cost of e-Bike to encourage residents to take up the two-wheeled lifestyle. I discussed the programs active back in November but there have been a few big additions you probably want to know about, so keep on reading.

Find out when the next application window opens or the next wave of vouchers is released— all this information should be provided online from the official webpage or government website. The vouchers must be spent at approved retailers on new e-Bikes and appropriate gear, and Minnesota and California voucher recipients can shop for an e-Bike for sale used at Upway.

The newest statewide e-Bike incentive programs

- California: The Golden State finally introduced the California E-Bike Incentive Program after years of waiting. It offers income-qualified residents up to $2,000 toward buying a new electric bike, funded by the California Air Resources Board (CARB). Upway’s new UpCenter in Los Angeles means we are an approved retail partner for the state’s program!
- Washington: Washington state is preparing to launch WE-bike in April 2025, an instant rebate program of either $300 or $1200 per person toward eligible e-Bikes, bike helmets, bike lights, bike locks. All residents are eligible for the $300 rebates and income-qualified residents can access the higher $1200 voucher.
- Massachusetts: The statewide e-Bike incentive is still in the works but is slated to finally launch this spring. It’s run by MassCEC (Massachusetts Clean Energy Center) and will partially offset the cost of e-bikes for low- and moderate-income residents— but we’ll learn more details soon.
Other states that have a statewide e-Bike program include: Colorado, Connecticut, Hawaii, Maine, Minnesota, Rhode Island, Vermont, and Washington D.C.
Local e-Bike incentive programs

There are also many e-Bike rebates and vouchers available at the city level in states with or without statewide programs. My previous article mentioned big programs like the Raleigh E-Bike Rebate Program and Atlanta E-Bike Rebate Program, and there are newer additions in cities like Charlottesville, Virginia, and the San Gabriel Valley in California.
Other recently launched local e-Bike vouchers in major areas include ones in Boston & Worcester (MA), Edina & Hopkins (MN), Portland (WA), and Salt Lake (UT).
- California: Alameda, Contra Costa County, Los Angeles, Orange, Riverside, & San Bernardino, Palo Alto, Pasadena, Redding, San Mateo County, Santa Barbara, Santa Clara County, Santa Cruz, and Santa Monica.
- Florida: Tampa E-Bike Voucher Program
- Georgia: Atlanta E-Bike Rebate
- Indiana: City of Bloomington E-Bike Voucher Program
- Iowa: Eastern Iowa Light & Power Cooperative Rebate
- Texas: Austin Energy Program
- Utah: Clean Air Salt Lake City E-bike Incentive Program
- North Carolina: Raleigh E-Bike Program
- Ohio: Columbus’ Resident E-Bike Subsidy Program

Unfortunately, I can’t keep tabs on all the e-Bike incentive programs across the entire US, especially the smaller rebates at the local level. But luckily for us, there’s a team of researchers who do just that. Cameron Bennett and John MacArthur from the Transportation Research and Education Center (TREC) at Portland State University created this spreadsheet of all the e-Bike incentive programs in North America.
It’s a fantastic tool so check it out! But for the latest info, check with your local city hall— there may be an e-Bike program hitting the streets near you soon.
