State and City E-Bike Incentives (updated May 2025)
Several states offer their own incentives for e-Bike purchases. For the most accurate, up-to-date information, contact your local officials to understand all the requirements. For example, some programs impose income eligibility and some require that your new e-Bike must be purchased from a local bike shop or other authorized retailer.
When Google-ing around to learn about currently active e-Bike rebate programs, there are a lot of outdated articles out there. I’ve updated this list to the best of my knowledge and extensive research to include currently active rebates, recent pilot programs, and programs that are likely to continue in the future.
CALIFORNIA

The California E-Bike Incentive Project just completed its second round of vouchers on April 29, 2025— another round of applications will open soon. The program offers income-qualified residents up to $2,000 toward buying a new electric bike. Residents apply through the program’s portal— Upway is proud to be an authorized partner for the California Incentive Program.
Contra Costa County
Contra Costa County offers rebates of $150 and $300 for lower-income households for any electric bike or electric bike conversion kit. This applies to Class 1, Class 2, and Class 3 electric bikes. To take full advantage of this rebate, apply within six months of purchasing your new electric bike.
Healdsburg, CA
Healdsburg residents can benefit from up to $700 in electric bike rebates for residents. Low-income customers can receive $700 and other residents can get $400 for an e-Bike purchased in Healdsburg or $300 for an e-Bike purchased outside of Healdsburg.
Oakland, CA
The Oakland Electric Bike Lending Pilot Program will provide access to affordable medium term rentals of several dozen e-Bikes. Future phases will provide rentals of cargo bikes and adaptive bikes. The pilot program is set to start in the summer of 2025 and serve the Fruitvale neighborhood.
San Bernardino, Riverside, Orange, and Los Angeles Counties

The Replace Your Ride (RYR) program offers residents up to $12,000 to replace an old car with a new or used electric or hybrid vehicle, or public transit vouchers. Certain benefits include discounted mass transit pass, access car-sharing options, or incentive to purchase an e-Bike.
Santa Cruz, CA
The Go Santa Cruz program offers an e-Bike rebate for certain residents. Individuals who are employed by the City of Santa Cruz or work in the Downtown Santa Cruz Parking District are eligible for either a $400 base rebate voucher, or an $800 income qualified rebate voucher.
COLORADO
Avon, CO
Residents of Avon can benefit from a $200 e-Bike rebate for a new e-Bike ($100 for a used one) if they buy a new e-Bike worth $1000 or more. You will need to apply for the rebate in the next 180 days after your purchase.
Edwards, CO
Residents can qualify for a $200 e-Bike rebate on their next e-Bike purchase if the bike cost is more than $500. This rebate is only available if you apply within the first six months of purchasing a new electric bike.
Denver, CO
The City and County of Denver offer vouchers for income-qualified residents and those in need of an adaptive e-Bike. The next release of rebate vouchers will be Tuesday, May 27. All state residents can take advantage of the State of Colorado E-bike Tax Credit which offers a $450 discount on the purchase of an e-Bike.

Durango, CO
Income-qualified Durango residents can apply for e-Bike vouchers of between $500 to $1,500. In addition to the rebate based on income, an additional $150 bonus rebate amount will be applied when purchasing a bike from a local bike shop. Rebates may only be used for class 1 and class 2 e-Bikes which have a 20 mph maximum motorized speed. Online applications are due by May 16, 2025.
Gunnison, CO
All Gunnison County Electric Association members can receive a 25% post-purchase rebate on all new e-Bikes, up to a maximum of $150. You can apply for the post-purchase rebate on their website with a copy of your official e-Bike receipt.
CONNECTICUT
The Connecticut eBike Voucher Program offers residents financial incentives to purchase electric bicycles in an effort to promote clean transportation. All eligible Connecticut residents aged 18 or older can receive a $500 voucher, with an additional $750 (for a total of up to $1,250) available to those who qualify based on income, participation in assistance programs, or residence in environmental justice communities.
MAINE
Portland, ME
The Electrify Everything! e-Bike incentive covers 60% of the cost of a standard e-Bike and eligible accessories or a cargo e-Bike and eligible accessories. The maximum incentive for a standard e-Bike and accessories is $1,500, and the maximum incentive for a cargo e-Bike and accessories is $2,500. Stay tuned for when the sign-up period reopens.

MARYLAND
Baltimore, MD
Baltimore recently launched the pilot program for e-Bike vouchers, offering $750 for residents; up to $2,000 for income-qualified residents. The application window is closed but may open again if the program is approved.
MASSACHUSETTS
Massachusetts's statewide e-Bike rebate program helps low- and moderate-income households purchase new pedal-assist electric bikes. The recently launched incentive program offers income-based vouchers of up to $1,200. MassCEC’s statewide e-bike voucher program will be open for applications for two weeks each month between April and September.
MINNESOTA
The Minnesota e-Bike Rebate offers up to $1,500 to residents. The discount is 50-75% of the price of the e-Bike, depending on the resident’s income. The state notes that there are currently multiple legislative proposals to modify the e-Bike Rebate program for 2025. If changes occur, the next round of e-Bike rebate certificates won’t be available until late summer or early fall of 2025.
NEW YORK

New York State has launched a pilot program for its statewide e-Bike point-of-sale voucher covering $1,000 of the cost. The initial program may involve an e-Bike sharing system and an e-Bike “lending library”. The pilot program is exclusive to the Village of Ossining and may launch in other towns along the Hudson River if given the green light.
NORTH CAROLINA
Raleigh, NC
E-bike incentive vouchers of $500 or $1,500 based on income qualifications.
OKLAHOMA
The Oklahoma State council is working on a bill (SB435) that would offer a $200 tax credit for all new and qualifying electric bicycle purchases.
OREGON
There’s a statewide bill in the works that would provide income-eligible residents with a rebate of $1,200 on the purchase of an electric bike. The HB 2963 bill is looking more promising than a similar bill that was introduced back in 2023.

Portland, OR
The bike-friendly city’s e-Bike rebate program is set to launch during summer of 2025. Details are still being hashed out, but the program is aimed toward low- and medium-income Portland residents.
Ashland, OR
Ashland residents can get a $300 rebate for a standard e-Bike or $600 for an electric cargo bike. The rebate may not exceed 50% of the purchase price and must be submitted within 180 days of purchase.
TEXAS
San Antonio, TX
A pilot program just launched this April, providing $1,000 vouchers for income-qualified residents; limited to just 244 participants at the moment.
VERMONT
The statewide e-Bike incentive is set to close on June 30, 2025, having completed the program funding. The rebate was for income-qualified residents, from $400 to $800.
WASHINGTON STATE
The WE-bike instant rebate program helped Washington residents purchase cycling equipment and electric bicycles. The latest application window closed on April 23, 2025 but may open again in the future if more funding is secured. The program distributed instant rebates of either $300 or $1,200 per person.
E-BIKE Act
There’s been an e-Bike bill bouncing around Congress for the past few years but it hasn’t been passed quite yet. It proposes a refundable federal tax credit of 30% on the purchase of a new e-Bike, up to $1,500. But at the moment, there’s still no federal tax credit on electric bikes.
