2026 is turning out to be a big year for electric bikes, with an exciting batch of recently released models, newly introduced e-Bike laws— some sensible, some not so great (I’m looking at you, New Jersey)— and many incentive programs across the US. Upway has been keeping tabs on state e-Bike rules and regulations, the crackdown on illegal e-motos, and I produce an update on e-Bike voucher programs every couple of months.

Below are some of the most recent additions, pilot programs, and active e-Bike incentive programs in the US during July 2026.

2026 e-Bike incentive programs in the spotlight 

Washington DC

The District E-Bike Incentive Program, run by DDOT, recently distributed all of its vouchers this February, and recipients are currently redeeming the incentives during the spring. The program gave out standard vouchers of $750 and larger $1,500 vouchers to income-qualified applicants, with additional vouchers for a bike lock and helmet.

The application window is currently closed. The most recent application window was February 1-21, 2026. The program website says that program evaluation will happen this summer, but there’s no news yet on whether there will be another round. 

New Orleans 

The city of New Orleans is launching an e-Bike incentive program in 2026. The program has budgeted funding for at least 3,000 rebates— 2,000 rebates are reserved for income-qualified residents. The rebates will be offered in installments over a five-year period using a random selection process. The first round of rebates was slated to be available in early 2026, but it doesn’t seem that has happened yet. Visit the program website for updated information and sign up for the mailing list to be the first to know when it goes live. 

Denver 

Denver has a very strong, currently active electric bike voucher program. The discount for a standard e-Bike is $675 in 2026. This can be combined with the State of Colorado's E-Bike Tax Credit, which is $225 in 2026, for a total discount of $900 on an e-Bike purchase for income-qualified residents.

  • The next e-bike rebate release will be on Tuesday, July 7, 2026, at 11:00am
  • The last 2026 rebate release date will be Tuesday, September 8 

Utah

In 2026, the Utah Division of Air Quality is accepting applications for the Utah E-Bike Program, which provides vouchers of up to $800 for income-eligible residents. Applications opened on June 1 and will be accepted until all 2,000 available voucher slots have been claimed. The e-Bike program is for residents in Davis, Salt Lake, Tooele, Utah, and Weber counties.

Tampa, Florida

The City of Tampa’s Parking Division managed the city’s generous e-Bike voucher program in 2026, hosting a lottery-based initiative funded by $500,000. According to reports, it will distribute 81 standard vouchers for $1,000, 82 low-income vouchers for $2,000, and 85 very low-income vouchers for $3,000. The application window ran until February 27 and, as of July 2026, the application window is currently closed. Hopefully, the popular program returns again soon.

Washington State

The state of Washington launched its first e-Bike voucher program last winter— a standard $300 voucher or a larger $1,200 voucher for lower-income residents. It was extremely popular, but many awarded vouchers were never actually redeemed, with the state rolling the leftover funds into its continuing program. 

Now, Washington residents ages 16 and up can apply for rebates between March 30, 2026, and March 29, 2027. The program is randomly selecting applicants each month starting April 13, 2026. At the moment, I like this rolling application structure that prevents “selling-out” and missing unpublicized deadlines, but your application is a bit of a shot in the dark. 

East Bay, California (Alameda County)

A $10 million fund from Ava Community Energy and Alameda County has been helping lower the cost of electric bikes for East Bay residents this year. In the first six months of 2026, the program has already subsidized nearly 2,750 new e-Bikes, offering $1,000 and $1,500 vouchers (for cargo or adaptive e-Bikes) for income-qualified residents, and $400 and $900 rebates for other Alameda County residents.

Raleigh, North Carolina

The Raleigh E-Bike Rebate Program reopened for a new round of applications on May 1, 2026, and closed on May 15. The $500 voucher is available to all city residents while the larger $1,500 voucher is reserved for income-qualified residents. These vouchers are being distributed in May and June, and there’s no set date for the next round of applications just quite yet. 

Eugene, Oregon

Eugene’s Electric Bicycle Rebate Program is going well— perhaps too well, in fact. The program recently announced it will be pausing the acceptance of applications on June 19, 2026. This is likely due to high levels of program participation and interest during the first half of 2026, meaning the program is spending significantly more than previous years. The rebate is a $300 e-Bike incentive which can only be spent on a legal Class 1, Class 2, or Class 3 electric-assisted bicycle or tricycle.

These vouchers are in high demand and usually available in limited quantities, meaning you often need to apply quickly once the application period opens. Be sure you meet any income eligibility criteria and have the required documents ready in advance.

You should also check the official program website to confirm when the next application window opens or when additional voucher rounds will be released. Any awarded vouchers typically must be redeemed through approved retailers.

The TREC E-Bike Incentive Program Tracker compiles and organizes data on over 100 e-Bike incentive programs across the U.S. and Canada in a single resource. The large spreadsheet (last updated early April 2026) was produced by Transportation Research and Education Center (TREC) researchers John MacArthur, Kyu Ri Kim, and Cameron Bennett at Portland State University. Which way are e-Bike incentive programs trending in 2026?

Last time I checked in on the current state of affairs of e-Bike incentive programs in the US, things weren’t looking so positive. New Jersey had recently introduced the strictest, arguably “anti-ebiking” laws in the country, and many voucher programs had been passed over for renewal. 

However, pilot programs across the nation continue, and city governments rather than statewide programs seem to be picking up the slack and leading the charge. These programs are always met with high public demand, and those interest levels may be even higher with skyrocketing gas prices caused by the Iran conflict, as commuters and residents look for alternatives to driving and paying big at the pump. 

Some trends I’ve been seeing over the past couple of years include:

  • Point-of-sale vouchers are the norm. Most programs provide discounts at purchase rather than post-purchase rebates, making e-Bikes even more accessible by reducing upfront costs right away.
  • Income-based incentives are also common. Many programs offer larger subsidies for lower-income residents or restrict eligibility to income-qualified households altogether, demonstrating a growing focus on equity.
  • Battery and UL certification are crucial. Most e-Bike incentive programs prioritize battery and fire safety— only UL-certified electric bikes are eligible for purchase with the voucher.
