Researchers at the Transportation Research and Education Center (TREC) at Portland State University (PSU) launched an e-Bike incentive program tracker back in 2022, and the helpful tool was updated last week. Now, you can easily find out the status of all programs in the US and Canada, including possible vouchers where you live. 

This March 2026 update provides policy insights and easy-to-read information for residents, and we can thank the researchers who made the tool and wrote the accompanying report for doing all the legwork. In between updates, I’ve tried to keep up with the e-Bike incentive news from 2024, early 2025, and late last year, too.

What is this e-Bike incentive tracker?

The TREC E-Bike Incentive Program Tracker provides an updated scan of 118 e-Bike incentive programs across the United States and Canada, organizing all this information in one place. The recently updated spreadsheet and report were authored by TREC researchers John MacArthur, Kyu Ri Kim, and Cameron Bennett, based at Portland State University. 

The tracker lists all known e-Bike incentive programs by country, state, and city. It provides important information such as the official program name, administrator, incentive type and amount, and program website. One of the key pieces of data is the program status: currently active, pilot, terminated, approved, or paused. The tracker has multiple functions, working as cycling advocacy research, a policy tool, and helpful information for individuals interested in electric bikes (and scoring a sweet deal!).

What’s new with e-Bike rebates across North America in 2026?

A lot has happened since the original tracker was published in 2022. Since then, incentive programs have spread to many states beyond the initial, early-adopting states. But progress isn’t exponential— or even overwhelmingly trending upwards— many programs launched in the past couple of years have stalled or have not been renewed. Even California’s gargantuan program pulled the plug suddenly last fall. 

Overall, e-Bike incentives are now policies that governments and residents are more familiar with in 2026, but they are far from being a widespread phenomenon. They are extremely popular among residents, with program demand far exceeding voucher supply, but not all governments have the funds or political will to offer these incentives. Beyond the local and state level, proposals for a federal e-Bike incentive or tax rebate continue to stall. 

Most programs offer a point-of-sale discount

Point-of-sale discounts— also known as vouchers— have replaced post-purchase rebates as the most popular form of e-Bike incentive. Most programs work by providing an incentive that is applied directly at the time of purchase. This streamlines the buying process and increases equity for participants— lower-income households would have a harder time paying the full cost of an electric bike and then waiting for a rebate. 

Programs continue to focus on lower-income households

The TPEC report also shows a growing focus on income-based incentives for electric bikes over the past few years. Many programs provide larger subsidies for income-qualified applicants, and others are only open to lower-income residents. This supports the larger trend of increased emphasis on equity among these e-Bike incentive policies.

Battery and fire safety are top priorities

As states and cities have cracked down on unsafe or uncertified electric bikes (and batteries), so too have e-Bike incentive programs prioritized battery and fire safety. Program participants may only be able to buy an electric bike that has met certain safety certifications or standards, or receive information about battery handling and safe riding. UL certifications for batteries are more important than ever, and on the minds of policymakers. 

What does the future hold for e-Bike incentives in North America?

A lot is going on behind the scenes in the e-Bike world, and complex reasons behind the data from the report and updated tracker. The researchers point out that the e-Bike market is currently experiencing economic uncertainty with recent tariffs on e-Bikes and lithium-ion batteries, and new laws such as New Jersey’s crackdown on e-Bikes. These economic factors and rule changes could affect the effectiveness of financial incentives as well as the overall demand for e-Bikes.
