What are the California state e-Bike laws that apply in Santa Barbara?

California follows a statewide three-class system which also applies within Santa Barbara. Under California law, a legal electric bike must have fully operable pedals and an electric motor with a maximum power output of 750 watts.


The three California e-Bike classes are:


  • Class 1:  Pedal assist only, with motor assistance cutting out at 20 mph

Electric bikes capable of exceeding 28 mph with pedal assist, 20 mph using throttle assist alone, or producing more than 750 watts are not considered legal e-Bikes under California law. These higher-powered electric vehicles are instead treated as e-motos or electric motorcycles and may require licensing, registration, and insurance.

Following a rise in accidents involving high-powered electric motorcycles marketed as e-Bikes, California has increased enforcement of speed restrictions, motor wattage limits, and battery safety standards.

E-Bikes vs regular bicycles

In California, e-Bikes are generally permitted wherever traditional bicycles are allowed, including roads, bike lanes, beachfront cycling routes, and many urban bike paths, unless local ordinances or signage state otherwise.

In Santa Barbara, this is especially relevant around the beachfront paths, downtown cycling routes, and shared-use coastal paths. Access to parks, trails, and recreational paths can vary according to e-Bike class, with Class 1 e-Bikes generally enjoying the widest access and Class 3 bikes being more restricted.

“Any electric bicycle, electric scooter, electric skateboard, or other device that is designed to convey one or more people and is capable of being powered by human propulsion or electric motor propulsion.”

When it comes to local regulations, these e-conveyances— essentially any small electric ride— are treated in a similar way as traditional bicycles.

Where can you ride electric bicycles in the City of Santa Barbara?


Electric bicycles can be ridden anywhere that traditional bicycles can be ridden, including public roadways, bike lanes, greenways, bike paths, and shared spaces.


There may be local restrictions on Class 3 e-Bikes due to their higher speeds, and localized speed limits are increasingly being introduced on bike paths. Always check local signage before using bicycle paths.


I infer from this that bikes are allowed on sidewalks in quieter uptown and residential areas. However, it would seem that electric bikes are not allowed on any sidewalk after dark.

Common sense dictates that if available, dedicated bike lanes should be used in preference to sidewalks even at times or areas where it may be permitted, but this is down to rider choice and not law.

What are Santa Barbara’s local rules on tampering with e-Bikes?


In addition to state laws against tampering with e-Bike governance systems, Santa Barbara has introduced its own local ordinance.

“No person shall remove, destroy, mutilate, or otherwise alter the serial number permanently stamped or cast on a bicycle or e-conveyance’s frame by the bicycle or e-conveyance manufacturer.”

This means that it is illegal to remove or change the manufacturer's serial number on your e-Bike.

What are Santa Barbara’s rules on safe riding?


Santa Barbara’s municipal code prohibits unsafe riding just as the California Vehicle Code does, and the city has given clear examples of what constitutes unsafe riding under local law.

These include, but are not limited to:

  • Riding against the flow of traffic
  • Not yielding to vehicles or pedestrians when required
  • Failing to obey traffic signs
  • Racing or speed contests
  • Carrying items that obstruct control or visibility
  • Riding at unsafe speeds for the conditions
