The Big Apple has a big rulebook when it comes to e-Bikes. New York City e-Bike laws require that all electric bikes sold in the city have UL certification for battery safety.

New York City sreet cyclists and taxi

If you’ve ever been to New York City, you know that it’s a crazy place. A wonderful, hustling-and-bustling place with endless energy, but chaotic nonetheless. And these days, there are more electric bikes than ever, in part due to the increase in delivery workers who travel via e-Bike. However, many cheap, low-quality e-Bikes have also hit the streets with uncertified batteries that pose a safety risk. To clean up the regulatory mess, NYC recently mandated UL-certification requirements for all electric bikes sold in the city.

New York City UL certification mandate

New York City has recently taken several significant steps to promote the safe use of electric bicycles. Back in 2023, the city passed initiative 663-A, which legalized specific e-Bikes and required electric bicycle batteries to meet specific safety requirements. Specifically, all e-Bikes for lease, rent, sale, or distribution in NYC must be compliant with the UL 2849 electrical system certification standards.

What is UL certification?

Underwriters Laboratories logo

UL Certification is a safety certification issued by UL Solutions (Underwriting Laboratories), a global safety certification organization. This certification is designed to ensure that electric bicycles meet certain safety standards and comply with relevant regulations.

UL 2849 is an electrical and fire safety standard that evaluates the battery system, electrical drivetrain system, and chargers of e-Bikes. Essentially, it means that an e-Bike has a high-quality battery and electrical system to prevent accidental fires or dangerous malfunctions. The widely recognized standard was developed with input from industry stakeholders like manufacturers, retailers, consumer advocates, and governmental participants.

UL certifications are generally considered the gold standard for electric bikes. This specific standard focuses on fire safety and the risk of electric shock during charging and other potential electrocution hazards. Electric bicycle manufacturers must undergo rigorous testing by UL engineers to obtain UL Certification; this certification is awarded on a per-bike-model basis.

Implications of the New York UL-Certification requirement

New York City streets and electric bike riders

On March 2, 2023, the New York City Council passed Initiative 663-A to enhance the fire safety of micro-mobility devices, e-Bikes, e-scooters, and the lithium-ion batteries that power these devices. The new law mandates that all e-Bikes, e-scooters, and light electric vehicle (EV) battery packs sold, leased, or distributed in New York City must be UL certified.

New York City followed up this law with subsequent regulations aimed at increasing safety related to these kinds of electric vehicles, including safe-charging initiatives. The city has expanded permissions for landlords and tenants to apply for battery charging cabinets on sidewalks, keeping the battery packs outside of homes and apartments. Now, the city is thinking about offering e-Bike swaps for riders with unsafe electric bikes.
