Kendra Ramsey, California Bicycle Coalition (CalBike) executive director, wasn’t surprised by the overwhelming response. CalBike had worked alongside CARB officials to help organize and promote the voucher program for months and had already seen an immense response. 


“We have 20,000 people on our email list specifically for the e-Bike incentive project, which gives you an idea of how many people want an e-Bike in California,” she said.


The intense demand meant that applicants had to act fast. “I kept making the reference to Taylor Swift tickets—folks needed to be on the website ready to click 'go' when six o’clock rolled around,” Ramsey said. “People were frustrated that they were on the website at 6 p.m., put in a waiting room for 40 minutes, and then told ‘better luck next time’ after 1,500 applications were submitted.”


While many known e-Bikes are popular items, price points also fueled the intense demand. Unlike a typical discount or a tax credit you might use at the end of the year, this voucher can be used immediately and help you buy a new e-Bike completely free.


The basic voucher offers $1,750, and residents can get an additional $250 based on need. Since an entry-level e-Bike starts at around $1,000, that means the voucher gives recipients a lot of options. This all equates to intense competition, and anyone hoping to score one next time must be prepared to act fast!

To qualify, you must be at least 18 years old and a California resident. Your household income should be at or below 300% of the Federal Poverty Level. Once the date and time are announced, set a few reminders leading up to the launch to make sure you’re ready. If possible, try to set up an account and log in a few minutes early to help you avoid website traffic jams and increase your chances.

Ramsey stressed the importance of preparation: “This program was structured differently from other state incentives—many thought it worked like electric vehicle rebates, where if you're eligible, you get the money. But here, funding is very limited.”

The last thing you want is to scramble while the clock is ticking, so it's important to be prepared on the technical side too. Considering this, you should try to:

- Enable Autofill: Set up your browser’s autofill function with your name, address, and other key details to complete forms with just a few clicks.
- Optimize Your Internet: A fast, stable connection is crucial. Use a wired connection for more reliability. If your home internet is slow, consider heading to a cafe with fast, free Wi-Fi.
