The program launch had been repeatedly postponed but it finally launched on December 18, 2024, with the first round of 1,500 vouchers. CARB claims there was an earlier soft launch where around 80 qualified applicants received the voucher, but there hasn’t been any information or results provided about that initial smaller pilot program.
The project is funded by CARB but administered by Pedal Ahead, a non-profit based in San Diego that advocates for the use of electric bicycles. With nearly nothing to show for the project and murky circumstances behind the scenes, Pedal Ahead was being investigated by the Department of Justice and CARB. How Much is the Voucher Worth?
That amount can be applied as a discount towards the upfront cost of an e-Bike and related e-Bike accessories including a helmet, racks and baskets, fenders, mirrors, reflective clothing, lights, and bike locks (limited to one item per accessory type). The voucher doesn’t cover assembly and delivery fees or any sales tax.
An additional $250 is offered to residents who either have a household income at or below 225% of FPL, live in a disadvantaged community as defined by CalEnviroScreen 4.0, or live in a low-income community as defined by Assembly Bill 1550.

As of October 2024, the program hasn’t started accepting applications from individuals hoping to start shopping for their new e-Bike. The program does state, however, that they are currently building the retailer network and accepting bike shop and retailer applications.
In the meantime, interested participants can start gathering the required documents to provide eligibility and begin researching which authorized retailer they may want to purchase from.

That’s what they’re saying at least— it’s subject to change and the first round was only 1,500 vouchers, for example.
