What is the UL Label?

UL stands for Underwriters Laboratory, an independent organization comprising three distinct entities: UL Research Institutes, UL Standards & Engagement, and UL Solutions. The mission of the UL Enterprise is to promote safety science in the US through the research, development, and creation of safety standards for various industries.

One area that the UL focuses on is e-Bikes and electric batteries. Electric bikes’ electric motors and battery packs make them potentially subject to fire and electrical safety concerns. The UL enterprise is the primary safety and certification organization in the US regarding fire and electrical safety hazards. 

Why UL Certification Matters for Electric Bikes

Although UL is not a regulatory body, the organization is nationally recognized as a safety standards developer in the US, meaning government entities like OSHA or state and city regulations may base their standards on those developed by UL.

Used electric bikes that have received the UL Certified label are typically compliant with the UL 2849 standard: Standard for Electrical Systems and e-Bikes. UL 2849 e-Bikes test the product’s battery pack, charger, and electrical drivetrain to ensure it passes the organization’s fire and electrical safety tests.

On December 20, 2022, the U.S. Consumer Product Safety Commission (CPSC) issued a non-legally binding recommendation to e-Bike manufacturers, importers, and distributors to ensure their products meet UL 2849 standards.

While no federal laws currently ban the sale or distribution of non-compliant e-Bikes, some local and state laws have introduced legislation restricting their sale or ownership. For instance, the New York City Council banned the sale of non-UL 2849-compliant e-Bikes which went into effect on September 16, 2023.
