I’ve been on the electric bike incentive beat for a while, tracking the states and cities that offer vouchers or rebates. I combed through the active programs back in November of last year and revisited the current incentives this year in March. But policies change and funding runs out, so it’s time for an update on the e-Bikes incentive programs as of October 2025. Not many cycling nerds are putting this information together in one place— and most articles are outdated or inaccurate. Read my fact-checked report below.

What e-Bike vouchers are currently available in the US?

Across the US, many states and cities offer financial incentives to purchase an electric bike, but these vouchers aren’t available everywhere. And even if your local or state government has launched an incentive program recently, the application window may have passed or the funding hasn’t been renewed to continue the program. I’ve collected the most up-to-date information I could on e-Bike incentives in the US, but be sure to check your state or city’s websites for the latest news.

E-Bike incentive programs by state


  • Colorado: The state’s e-Bike rebate program has permanently closed. However, Colorado still offers an e-Bike tax credit— it will decrease to $225 from $450 on January 1, 2026.

  • Connecticut: There have been no updates since the program’s second round of vouchers during winter 2024. The standard voucher provides $500 in assistance, and income-qualified residents may receive an additional $750.

  • Hawaii: $500 rebate still active as of July 2025. Applicants may qualify if they participate in a low-income assistance program, are enrolled in school, or do not own a car.

  • Maine: There was a pilot program, but no further progress since 2024. 

  • Massachusetts:  Registration for the statewide e-Bike voucher program is currently closed— $800-$1,200 of incentive toward the purchase of a new e-Bike.

  • Minnesota: The application period ended August 7, 2025, for the first opportunity this year, with no upcoming date posted.

  • Rhode Island: The Erika Niedowski Memorial Electric Bike Rebate Program seems to be continuing, but still on a very limited first-come, first-served basis. 

  • Vermont: The $800 electric bike rebate is currently inactive.

  • Washington State: The e-Bike rebate program has distributed all rebates and is not accepting applications at this time. It had a successful run in April 2025, distributing more than $4 million for instant rebates of either $300 or $1,200 per person.

  • Washington, DC: The application window was open in February 2025, but is currently closed.


The remaining 39 US states do not currently have any statewide electric bike incentive programs:

Alabama, Alaska, Arizona, Arkansas, Delaware, Florida, Georgia, Idaho, Illinois, Indiana, Iowa, Kansas, Kentucky, Louisiana, Maryland, Michigan, Mississippi, Missouri, Montana, Nebraska, Nevada, New Hampshire, New Jersey, New Mexico, New York, North Carolina, North Dakota, Ohio, Oklahoma, Oregon, Pennsylvania, South Carolina, South Dakota, Tennessee, Texas, Utah, Virginia, West Virginia, Wisconsin, Wyoming.

E-Bike incentive programs by city

Some cities offer electric bike vouchers to their residents to encourage cycling and e-Bike use. Here are some of the most recent or currently active citywide e-Bike incentive programs:

  • Boston, MA: The Boston E-Bikes Incentive Program’s Application window is currently closed. Vouchers starting at $800 for seniors, adults with a chronic or permanent disability, and income-eligible adults.

  • Miami-Dade & Tampa, FL 

  • Atlanta, GA

  • Bloomington, IN

  • Austin & San Antonio, TX

  • Raleigh, NC: The Ral-E-Bike program has vouchers worth up to $1,500, depending on income.

  • Columbus, OH: The Columbus Resident E-Bike Subsidy Program offers vouchers from $500 to $1,200.

  • Portland, OR: The Portland E-Bike Rebate Program soft launch happened in September 2025. Up to $1,600 off a Class 1 e-Bike, plus $300 for accessories.

  • San Gabriel Valley, CA: Residents can apply for a $2,000 voucher to purchase an e-cargo bike. There’s currently a waitlist since the program reached its 300-voucher limit.

  • Charlottesville, VA: Grants 100 e-Bike bouchers worth $1,000 each in 2025 (25 each quarter).

  • California: There are incentives in the counties of Alameda, Contra Costa County, Los Angeles, Orange, Riverside, & San Bernardino, Palo Alto, Pasadena, Redding, San Mateo County, Santa Barbara, Santa Clara County, Santa Cruz, and Santa Monica.

  • Denver, CO: The last release of e-Bike rebate vouchers this year is Tuesday, October 28, 2025. Income-qualified Denver residents can save up to $900 off the price of an e-Bike. The Boulder, Colorado program is currently on pause for 2025.

Is there a federal e-Bike voucher?


Currently, there isn’t a federal rebate program for e-Bikes. However, some bike-friendly members of Congress reintroduced the E-BIKE Act in 2024, which proposes a consumer tax credit to promote e-Bike adoption. If approved, the credit could cover 30% of the purchase price of a qualifying e-Bike—but it remains to be seen whether the bill will pass.

Potential e-Bike incentives in the future


I’ve been following electric bike incentives around the country for over a year now, and, honestly, the landscape hasn’t changed much. Some big roll-outs and exciting events included the launch of California’s voucher program and the growing list of cities testing out e-Bikes incentives. However, many past incentives have been deactivated rather than renewed to distribute even more vouchers. Perhaps that comes from the financial pressures of a tightening economy. 

New initiatives continue to pop up as others fizzle out— so continue writing your representatives and supporting cycling efforts in your area to show them bikes and e-Bikes are the way forward!
